All things in this world need balance. That's what this guardian brings to the world.
Richard The Good, as he signs Official Documents, is here to save the world. Because of course you want to do the morally lawful thing at all times. You want to be kind to your neighbor. You want to stick to your resolutions. You want do what is right, not what is convenient. And most importantly, you want them to gift you a halo. That's what you want. He knows this is true and knows you wouldn't make bad decisions if it was for Richard The Bad.
Dick tells Richie they can fuck right off with all of that nonsense. You see, what Richard really wants is for you to play by their rules. As if angels are somehow above everyone else. What a load of horseshit. Dick wants you to live your life to the fullest. You don't have to like everyone (boring!). You don't have to be the most righteous at all times (double boring!!). And most importantly, you don't have to be changing yourself at all times to make the world think you deserve a "good" life (get yourself some better self-image, babes!!!).
Together, they do their best to persuade you to their side of things. If they're present for a decision the main personality switches to reflect the decision that has been made. And well, most people do break their resolutions by February and so it's a great time for Dick to decide it time for them to arrive at the society.

• There once was an angel and a devil that had a love affair. The archangels and archfiends were offended by this blasphemous occurance. Their souls were punished into becoming objects - a halo and a set of horns. And the archbeings came together to create the concept of a halo and devil on your shoulder - a being set to be at cross purposes for eternity. That used the once in love pair of souls as a competition against one another for the rest of time. But this story isn't about them.
• Richard and Dick don't even know their sort-of parents are bound to their headpieces. They just know that they are in competition at all times. And they always have the ambition and motivation to win.
• Throughout all history of time they have been forced to share a life together. They don't hate one another exactly. Sometimes they even buy a little something the other one might like when they're running errands. But they aren't friends. You can't confide in someone you can never really look in the eye.
• They are arriving late to the society because they had a very indecisive charge they'd been caring for the last two decades, Jeni Berry, and they knew she was coming to the end of human life so they wanted to see it to the end. RIP!
